Local Artists commissioned filmmaker to make a Documentary Showcasing the Impact of the United Hub’s Implementation of the HEAR Program

The State Home Electrification and Appliance Rebates (HEAR) Program, funded by the Washington State Department of Commerce, is transforming energy efficiency across Washington State. United Hub was tasked with implementing the program’s operations. Through its diligent management, United Hub has played a pivotal role in ensuring the program’s success, from community outreach to rebate disbursement.


In collaboration with the Pacific Artist Alliance (PAA) and filmmaker Min Zhou, United Hub orchestrated the upcoming documentary that highlights the program’s administrative and community impact.



United Hub’s Responsibilities and Accomplishments


United Hub has been instrumental in facilitating the HEAR Program by executing a seamless and efficient process. Its responsibilities include:


  1. Community Outreach:


    United Hub works closely with local communities to raise awareness about the program. Its outreach efforts ensure that low- and middle-income households and adult family homes (AFHs) understand the benefits of adopting energy-efficient appliances.


  2. Application Management:


    United Hub handles the intake, verification, and approval of applications. By carefully reviewing each submission, it ensures that only eligible applicants receive rebates, maintaining the integrity of the program.


  3. Rebate Distribution:


    Once eligibility is confirmed, United Hub provides rebate codes and guides participants through the process of working with contractors for installation. After project completion, United Hub facilitates the reimbursement process, submitting required materials to the Department of Commerce and issuing rebates promptly.


  4. Streamlining Operations:


    Although the official rebate timeline is 90 days, United Hub’s efficient workflows have reduced the average processing time to approximately one month. This efficiency is critical for maintaining participant satisfaction and program credibility.


  5. Reporting to the Department of Commerce:


    United Hub compiles and submits detailed monthly reports to the Department of Commerce, ensuring transparency and compliance with program guidelines.



Program Success Under United Hub’s Administration


United Hub’s expertise has delivered measurable results in the program’s early stages:


  • Adult Family Homes (AFHs):


    • Over 400 applications received within days of program launch.

    • 30 AFHs contacted in two months, with 11 applications submitted to the Department of Commerce.

    • 4 AFHs have already completed installations and received rebates.

  • Residential Sector:


    • Assisted 31 households, processing and submitting 20 applications to the Department of Commerce.

    • 17 households have successfully received rebates.

The upcoming documentary, created by filmmaker Min Zhou in collaboration with the Pacific Artist Alliance (PAA), highlights United Hub’s critical role in administering the HEAR Program.
